There are two downloads for this app – one for Android and one for PC. In both versions, the app runs as a background service. To access it, you use a browser and point to localhost:8080. This page has a search box. There you type any Twitter handle, hashtag or search text and press a button. The search results will be displayed in the browser and an RSS link will also be prominently displayed. You copy this RSS link and use it in your RSS feed reader software. This is a personal Twitter server, not client. You do not, however, need a server computer. It uses a lightweight server component. Any PC (Linux, Mac, Windows) or Android mobile will run it.

Awesome! This is what I needed after Twitter stopped providing RSS feeds for tweets.
